  IT&C is a young company in Hong Kong founded in 1996 September by Dr. C. C. Chen and Dr. K. F. Lee as a vehicle to design a service specially for the shipping industry. However with 20 years experience in both shipping and computer industry by the founders of the company, IT&Chas started with advantages.

The effort in 1997/98 brought us the formation of Penavico IT&C formed in Shenzhen. Penavico is the official China Shipping Agency and is a wholly owned subsidiary of COSCO which is in term owned by the Ministry of Transport .

The objective is to set up a China Shipping Industry Intranet (CSI2) to provide a platform for all kind of valued added services such as EDI (Electronic data Interchange) services and data warehouse.

The effort in 1999 is working with a Telecom company in China to build up a infrastructure for value added low cost communication - IP phone, IP fax, store & forward fax, Telex & etc..

  Dr. C. C. Chen
Dr. C. C. Chen is a renowned investor in Asia; he is the main person behind the building up of Wan Hai shipping lines in Taiwan from six vessels in 1982 to 40 vessels today. His biggest investment is a joint venture project with the city of Ho Chi Ming to build a industrial export zone, a power plant, a pulp growing forest and an entire Saigon south new city.

Dr. Chen was educated in MIT and obtained his Ph.D. in Economics in 1969.

Dr. K. F. Lee
Dr. K. F. Lee is a man of many disciplines. He study Psychology in National Taiwan University, Man Power Planning in Beljian Gent University and Ergonomics in University of Wales, United Kingdom. He has been teaching Research Methodology, Statistics and Computer Programming in the University of Surrey before been persuaded to enter the real world of business in 1980.

Dr. Lee is an inventor; he has since 1980 invented quite a few computer related products which has been marketed by companies withwhich he was acting as consultant. Many of them can claim the first in the field. Among the inventions are: ; Multi-user Starlink Microprocessor based operating system in 1981, KLONE Disk Copier in 1982, MCP Meta Characters processing language in 1986, UCOPE office automation system and UCAPS communication engine in 1998 and 1989 respectively.

Most of the works done by Dr. Lee is in the large system consultation which inevitably involved the business re-engineering - a subjects which he has earned a nickname of Mr. Redundancy when working with a supermarket chain in Ireland.

Dr. Lee spent his previous 25 years based in UK and was persuaded by Dr. Chen to come back to HK in 1995.
